India to Build 12 Sovereign AI Models to Address National Challenges: Ashwini Vaishnaw

 


India is set to take a major leap in artificial intelligence by developing 12 sovereign AI models aimed at solving critical national challenges, Union Minister for Electronics and Information Technology Ashwini Vaishnaw announced at the World Economic Forum (WEF) in Davos. The initiative forms a core part of India’s broader ambition to emerge as a trusted global technology partner while ensuring AI solutions are aligned with national priorities, data sovereignty, and inclusive growth.


A Five-Layer National AI Strategy



Vaishnaw revealed that the sovereign AI models are being developed under a five-layer national AI strategy, designed to integrate infrastructure, data, models, applications, and governance.

“We are developing a bouquet of 12 sovereign models which will be focused on very specific types of problems that they can solve,” the minister said, adding that several of these models have already been tested in real environments with very strong results.

Unlike generic global AI systems, these India-specific models are intended to address challenges unique to the country—ranging from governance and public service delivery to language diversity, healthcare access, agriculture productivity, and infrastructure planning.


From Software Services to AI-Led Solutions

Highlighting a major shift in India’s IT sector, Vaishnaw noted that Indian technology companies are moving away from the traditional software services model toward AI-driven solution delivery.

“As IT companies have taken a big pivot away from the old software services model, they are now working towards providing AI-based solutions to the world,” he said.

This transition positions India not just as a consumer of AI technologies, but as a creator of scalable, ethical, and practical AI solutions for global markets—especially for developing economies facing similar structural challenges.


Semiconductor Push Gains Momentum

The minister also provided an update on India’s rapidly expanding semiconductor ecosystem, a critical foundation for AI and advanced computing.

Out of the ten semiconductor manufacturing plants approved, four have entered pilot production, while one facility is expected to begin commercial production by the last week of February. Vaishnaw reiterated India’s long-term vision to move from 28-nanometer chips to cutting-edge 2-nanometer technology by 2035.

This aggressive roadmap underscores India’s intent to secure its place in the global semiconductor value chain and reduce reliance on external suppliers amid shifting geopolitical dynamics.


Infrastructure Progress: High-Speed Rail Update

Beyond digital infrastructure, Vaishnaw—who also holds the Railways portfolio—confirmed strong progress on the Mumbai-Ahmedabad high-speed rail project.

He announced that the first operational section between Surat and Bilimora is scheduled to be commissioned in August 2027. Calling the project’s progress “very good,” the minister highlighted it as a symbol of India’s commitment to next-generation infrastructure development.


India’s Message to the World

Reflecting on the broader global environment, Vaishnaw noted that the world is undergoing significant geopolitical and economic turbulence, with old rules, alliances, and partnerships rapidly evolving.

“India is today seen as a trusted value chain partner, a very vibrant democracy, a country which delivers, and a leadership focused on inclusive growth,” he said. According to Vaishnaw, this sentiment was echoed repeatedly across panels, discussions, and bilateral meetings at Davos.


AI Impact Summit and Safety Guardrails

The announcements come as India prepares to host the AI Impact Summit, which will focus on productivity gains, access to technology, and safety guardrails. The summit aims to position India as a global thought leader in responsible AI development—balancing innovation with ethical deployment and societal impact.

Vaishnaw emphasized that AI has the potential to drive transformational change across sectors, provided it is built with trust, accountability, and inclusivity at its core.
