Centre Approves ₹887 Crore Mumbai Marina Project to Transform Harbour into Global Maritime Hub

 

In a major boost to India’s maritime and tourism sectors, the Centre has approved the development of a world-class Marina in Mumbai Harbour at an estimated cost of ₹887 crore. The ambitious project aims to position Mumbai as a leading maritime tourism destination while unlocking the potential of its historic waterfront.

The project will be implemented through a hybrid development model, combining public investment in core infrastructure with private participation in onshore facilities. According to an official statement, tenders have already been floated, with bids scheduled to close on December 29, 2025.

Hybrid Development Model Explained

Under the approved framework, the Mumbai Port Authority (MbPA) will take responsibility for constructing the core marina infrastructure. The Authority is expected to invest approximately ₹470 crore toward marine-side infrastructure, including breakwaters, pontoons, and berthing facilities.

Meanwhile, the selected private operator will invest an estimated ₹417 crore to develop modern onshore facilities. This collaborative model is designed to reduce public financial burden while encouraging private sector innovation and efficiency in the development of tourism-oriented infrastructure.

The hybrid approach reflects the Centre’s broader strategy of leveraging public-private partnerships to modernize port infrastructure across the country.

Infrastructure Designed for Global Standards

Planned over nearly 12 hectares of water area, the Mumbai Marina will have the capacity to berth 424 yachts, each measuring up to 30 metres in length. This makes it one of the most significant marina developments in India.

The marine infrastructure will include:

• An approach trestle for seamless access

• A piled breakwater to ensure safe berthing conditions

• Service platforms for operational efficiency

• Modern pontoons and gangways to facilitate safe boarding and docking

The design prioritizes safety, durability, and international standards to ensure efficient yacht operations throughout the year.

Premium Onshore Facilities to Boost Tourism

The private operator will develop a range of premium onshore facilities aimed at transforming the marina into a vibrant maritime destination. Key components include:

• A modern marina terminal building

• Namo Bharat International Sailing School

• Maritime tourism development centre

• Hotel and clubhouse facilities

• Skill development centre

• Yacht stacking and repair infrastructure

These facilities are expected to promote sailing culture, enhance maritime education, and create opportunities for hospitality and tourism-related businesses.

The proposed sailing school and skill development centre will play a crucial role in nurturing talent and generating employment in marine services, hospitality, and tourism sectors.

Opening the Waterfront to the Public

Union Minister of Ports, Shipping and Waterways, Sarbananda Sonowal, emphasized that the project will create world-class infrastructure and open the waterfront for public use. He stated that the initiative will encourage private investment and generate new employment opportunities.

For decades, large parts of Mumbai’s waterfront have remained restricted due to port operations. The marina project aims to integrate public access with commercial development, making the harbour a dynamic urban space while maintaining operational efficiency.

By enhancing accessibility and creating recreational zones, the project is expected to significantly improve the city’s coastal landscape.

Economic and Employment Impact

Beyond tourism, the marina development is projected to stimulate local economic activity. Construction, marine operations, hospitality, and allied sectors are expected to benefit from new job opportunities.

The skill development centre will focus on training youth in specialized maritime services, boat maintenance, and hospitality management, aligning with the government’s broader employment and skill enhancement initiatives.
