India–U.S. Critical Minerals Pact: A Forward-Looking Blueprint for Tech Security
Strengthening the Backbone of Future Technologies
India and the United States have formalized a pivotal Framework on the Securing of Supply in the Mining and Processing of Critical Minerals and Rare Earths, signed on May 26 by Dr. S. Jaishankar and U.S. Secretary of State Marco Rubio. This agreement aims to deepen cooperation in mining, processing, recycling, and investment across strategic minerals—resources essential for AI systems, clean energy, defence manufacturing, and advanced electronics.
In an era where mineral access is becoming a decisive lever of geopolitical influence, this framework signals a bold, pragmatic shift toward diversified and secure supply chains.
Realizing the Strategic Mandate of Modi and Trump
The Framework builds on the momentum created during Prime Minister Narendra Modi’s February 2025 visit to Washington, where he and President Donald Trump underscored the strategic imperative of reliable mineral supply chains. Their joint statement positioned critical minerals at the core of the next industrial revolution, stressing that techno-industrial leadership hinges on resource security.
By pursuing joint recycling, investment, and capacity-building initiatives, India and the U.S. are moving from conceptual alignment to real, implementable action.
Today, @DrSJaishankar and I signed a bilateral Critical Minerals Framework, marking a milestone in the strategic partnership between the U.S. and India.

Enhancing India’s Global Resource Diplomacy
This agreement complements India’s engagement with global initiatives such as Pax Silica, the India–U.S. AI Opportunity Partnership, and the wider FORGE platform. It also follows Dr. Jaishankar’s participation in the February 4 ministerial meetings on critical minerals.
Opinion: This framework demonstrates India’s rise as a credible geostrategic partner in the minerals domain. It strengthens bilateral trust and positions both nations to reduce overdependence on monopolized supply chains—an indispensable step in safeguarding technological autonomy in a turbulent global environment.
